水原是朝鮮王朝時期四個主要地區政府中心之一。為保護城市而建造的華城，因其歷史價值於1997年12月12日被指定為聯合國教科文組織世界文化遺產。這座堡壘每天都會舉辦各種表演，每年秋天還會舉辦水原華城文化節。以八達山為中心，綿延 5,700 公里的城牆。這座堡壘建於1794年至1796年，是為了表達正祖對父親的孝心，並利用自己的經濟實力建立一個新的先鋒城市。
