水原是朝鲜王朝时期四个主要地区政府中心之一。为保护城市而建造的华城，因其历史价值于1997年12月12日被指定为联合国教科文组织世界文化遗产。这座堡垒每天都会举办各种表演，每年秋天还会举办水原华城文化节。以八达山为中心，绵延 5,700 公里的城墙。这座堡垒建于1794年至1796年，是为了表达正祖对父亲的孝心，并利用自己的经济实力建设一个新的先锋城市。
