鳳精寺は 672 年に大僧侶義尚によって建立されたと考えられています。しかし、他の文献には義尚僧侶の弟子である能仁大徳がこの寺院を建立したと記載されているようです。朝鮮戦争中、寺院に関連する多くの文書が破壊されたため、歴史の多くが失われています。 1972年、興楽殿の再建工事が行われていた際、1363年に興楽殿が修復されたという記録が発見された。この発見により、興楽殿が国内最古の木造建築物であることが具体的に証明された。
