小水书院位于小白山山麓。扫书书院是第一所获得皇家特许状的私人儒学学院，并得到国王的财政支持和认可。该书院最初是由儒家学者、当时的丰基县令朱世凤于 1542 年以白云洞书院的名义创建的。白云洞书院最初是供奉着朱世奉深敬的儒家学者安香牌位的学术机构。朱世奉离开郡后，著名儒家退溪李暝继位，并向国王正式请求授予皇家特许状。该请求得到了热烈的欢迎，国王将该机构改名为现在的名称“疏修院”。
