观德亭是济州岛最古老的建筑物之一，由申淑清牧师于世宗30年（1448年）建造，作为训练场。由于其对增强士兵思想和灵魂的历史性贡献（“光德”字面意思是思想和美德的锻炼），光德精堂于 1963 年被指定为第 322 号宝藏。如今，该堂已成为优秀士兵的典范训练。
