Lee Hoi-yeong was born and grew up as the fourth son of Lee Jo-panseo Yu-seung Lee. In 1905, he led a movement to block and nullify the conspiracy to conclude the Eulsa Treaty, and persuaded Emperor Gojong to insist on sending a secret envoy to the Hague International Peace Conference and carry it out. However, when Korea and Japan became annexed in 1910, all six of his brothers and about 50 family members liquidated all their assets and went into exile. He opened the Shinheung Training Center, the predecessor of the Shinheung Military Academy, in Manchuria, and in 1912, he moved to ‘Haniha’ and began full-scale military school education. By the time it closed in 1920, Shinheung Military Academy had achieved the success of training about 3,500 executives of the Independence Army and not only led the war of independence, but also became the foundation for the creation of the Liberation Army. In addition, he persuaded Emperor Gojong and promoted his exile plan.  The provisional government in Shanghai was formed and he participated as a member of the council. Afterwards, he supported the anarchist movement and the ‘Uiyeoldan’ organization, and at the same time formed the ‘Anti-Japanese National Salvation League’ and devoted himself to the struggle for righteousness and blood with the Black Terrorist Corps under its wing. He was arrested in Dalian while infiltrating the area to provide local guidance so that China's anti-Japanese units and independence army units could unite in the anti-Japanese struggle and was transferred to Yeosun Prison. He died here from severe torture and starvation on November 17, 1932, when his teacher was 66 years old. It was erected by the Memorial Association to commemorate Lee Hoi-young's achievements, and is placed in front of the Seoul YWCA where the marker for 'Lee Hoe-young and Lee Si-young's six brothers' home site' is located.
