동강국제사진제는 사진애호가, 국내외 사진작가, 강원도 영월 주민 등 폭넓은 참여자가 참여하는 대표적인 사진축제이다. 축제는 본전시, 동강사진상전, 국제공모, 사진기자전, 강원도 사진작가전, 영월군 사진작가전, 초등학교 사진일기전, 거리설치전 및 워크숍(영월사진투어 프로그램, 평생교육)으로 구성된다. 전시, 아티스트 토크, 초등학생 워크숍).
