納裡盆地原本是在聖仁峰北部形成的破火山口，也是鬱陵島唯一的平地。火山爆發的熔岩流又形成了另外兩個火山口，它們變成了東北部的納里村和西北部的阿爾邦村，現已無人居住。根據記載，自於山國時代以來，島上就有人居住，但在北韓初期，島民不得不遷出該島，直到後來實施了新的定居政策。
