It was built to commemorate the achievements of Namgang Lee Seung-hoon, an educator and patriotic enlightener during the late Korean Empire and the Japanese colonial period, and is located within Children's Grand Park (located between the Nammun and East Gates). Namgang Lee Seung-hoon (1864-1930) was from a poor family in Jeongju, North Pyongan Province. Born in , he became very wealthy in his 40s through frugality and hard work from an early age. When the country was in crisis due to the Japanese invasion, he used his fortune to establish Osan School in 1907 and worked hard to cultivate talented people. He dedicated himself to the independence movement and was imprisoned for several years three times starting in 1922. After being released from prison, he immersed himself in the Christian faith and spread the gospel and welfare. He focused his efforts on movements, promoting the establishment of private universities, and promoting the media. He devoted his entire life to the educational movement that puts actions before words, and closed his eyes after leaving his will, saying, 'Do not bury my remains, but make a skeletal specimen for students to use in their studies.'
