Construction of the Russian Legation began in 1885, when the Treaty of Amity and Commerce between Korea and Russia was ratified at the end of the Joseon Dynasty, and was completed in 1890. It is a two-story brick building built in the Renaissance style, and is said to have been designed by the Russian architect Sabatine. The place where the legation was built was one of the three horse farms built by Yeonsangun, the 10th king of Joseon, to make it convenient for him to go outside the capital. Legend has it that Gojong, the 26th king of Joseon, established an American consulate, a British consulate, and a Russian legation near Deoksugung Palace to keep Japan in check. The Russian legation is called Agwan, and is well known in Korea for Gojong's move to the Russian legation.
In 1896, after Empress Myeongseong was killed by the Japanese army during the Eulmi Incident and a pro-Japanese cabinet was established, Gojong, who was imprisoned in Gyeongbokgung Palace, was protected by pro-Russian Yi Beon-jin and Russian minister Weber. On February 1st, he moved to the Russian Legation with the Crown Prince. He carried out national affairs, including the collapse of the Kim Hong-ji cabinet and the formation of the pro-Russian Park Jeong-yang cabinet, and on February 20 of the following year, he moved to Gyeongun Palace (formerly known as Deoksugung Palace).
